A non-profit, community-based organization providing permanent affordable housing.

Avalon Housing was created in 1992 to develop and manage permanent affordable housing with support services for people with very low incomes and disabilities. The organization grew out of an emergency shelter program in an effort to develop a long-term solution to homelessness. Avalon’s work includes two primary components:

  • Affordable Housing Development
    Avalon packages multiple financing sources together in creative ways to achieve rents that are truly affordable to people working in minimum/low-wage jobs and/or living on fixed incomes. The federal definition of affordable means that a household spends no more than 30% of its income on housing costs. Avalon acquires and renovates or constructs buildings using a mix of federal, state and local funds that are tied to affordability commitments. Avalon develops housing that is designed to be affordable to individuals and families with incomes at or below 30% of the area median income.

  • Enhanced Property Management
    Avalon’s non-profit property management model is based on a “housing first” approach that prioritizes helping tenants maintain housing stability while addressing long-term challenges such as mental illness or substance abuse. Traditional property management activities are blended with social work in order to assist tenants in achieving self-sufficiency and build community. Avalon also arranges for the availability of on-site support services for all tenants on a voluntary basis, and works with tenants and service providers to make creative accommodations and develop eviction prevention plans.
